Hamilton appoints new Integrity Commissioner

Hamilton, ON - The City Of Hamilton has appointed Earl Basse as its new Integrity Commissioner effective January 1, 2010. Mr. Basse has been the Integrity Commissioner for the City of Windsor and a former Inspector with the Royal Canadian Mounted Police Commercial Crime Division. He holds an Honours Degree in Commerce from the University of Manitoba and is a Certified Management Accountant (CMA) and Forensic Accountant, licensed in the Province of Ontario to conduct investigations.


As a former police officer, as a Vice President with KPMG’s Forensic Division in Vancouver and as the Manager of Investigations for the Vancouver Stock Exchange, Earl has conducted a broad spectrum of forensic investigations in both the public and private sector and is considered by his peers to be an expert in the field of investigations.

Mr. Basse’s duties will include providing professional advice to Council and its members on issues pertaining to their ethical responsibilities and obligations under the Code of Conduct and other rules and regulations in addition to educating the public on these issues through the City website - among other duties.
“This is a tremendous show of commitment to good governance by the City of Hamilton’s Council,”, Mayor Fred Eisenberger said, “After a long and careful process we have an Integrity Commission who will assist us in meeting our City’s strategic value of Accountability.” He added, “I would like to take the opportunity to welcome Earl as our city’s first Integrity Commissioner and wish him the best in his new position”.

Earl brings with him to the Office of the Integrity Commissioner for the City of Hamilton, the unique experience of 25 years of law enforcement combined with hands-on municipal governance experience as the Mayor for the District of Sechelt, BC and Director on the Sunshine Coast Regional District.
